Peter Frobel

Deputy Director of Human Resources at UNICEF

Peter is the Deputy Director of Human Resources at UNICEF, based in New York Headquarters. His portfolio entails all client-facing HR business partnering, including talent management and succession planning of UNICEF’s senior staff group, as well as oversight of the global staff wellbeing function. Until 2017, he oversaw the establishment of the centers of expertise in performance management, career development and global learning. Peter is also sponsoring UNICEF-internal efforts on diversity and inclusion, including gender equality.

From 2013 to 2015, Peter worked at the International Fund for Agricultural Development (IFAD) in Rome, Italy, where he helped implement the reform of the global human resources function in support of a large-scale decentralization program, including performance-related pay for all staff. From 2008 to 2012, Peter was the Senior HR Policy Specialist at UNICEF. Before joining UNICEF, he headed the learning and recruitment functions at the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) in Bangkok, and prior to that, he worked in recruitment, learning and HR policy at the United Nations Office for Project Services (UNOPS) in New York.

Peter is a Fellow of the Chartered Institute of Personnel and Development (CIPD) and an Associate Fellow of the British Psychological Society (BPS). A national of Germany, Peter holds an MSc in Psychology from the Technische Universität Braunschweig, Germany, as well as an MSc in Personnel Management and Industrial Relations and a PhD in Management, both from the University of Manchester in the United Kingdom. He has a family with two daughters, aged 10 and 12.
